Beech end panel onto vinyl click

I have a run of cabinets with 27mm beech worktop. I am aiming to use an offcut of the beech as an end panel at its floating end.

Would you fit the beech end panel down to the sub floor and then lay the vinyl click around it or lay the vinyl floor with the end panel sitting on top. I am thinking it would look neater if it sat on top. I would screw the end panel onto the cabinet, if so, to hold its weight.
