Kitchen Regulations

Hi,

We have just had a new kitchen fitted and the fitter has made a lot of cuts to the backboards that weren't there in the previous kitchen, when I asked him about then I was told they are to comply with updated building regulations as gas pipes and wires need to be visable. Can someone confirm if this is true or not as based on his standard of work in other areas I'm not totally convinced?
