Cutting solid laminate

Hi,

I have a piece of solid laminate offcut which I want to use as as the top for an undersink cabinet.

I bought a diamond hole cutter to cut the hole for the waste, but it's not going through it.

Have I got the wrong cutter, I thought that was what was used for solid laminate but haven't tried cutting it before.
